Wendy L. Blair

In 1995, Ms. Blair established W. L. Blair Development, LLC, a real estate development and consulting firm, to pursue urban redevelopment opportunities, after a career of over 10 years experience in various real estate development capacities. In 2004, Ms. Blair joined with Kington Commercial to expand her practice in the area of real estate brokerage.

Senior Vice President/Principal, Kington Commercial, 2004 –Present, Baltimore, MD

Identify development opportunities and work with the development community on mixed-use, residential, retail, and office developments. Provide real estate consulting, leasing, sales and acquisition services to landlords and developers.

Principal, W. L. Blair Development, 1996-Present, Baltimore, MD

Development of residential and commercial real estate. Management of all phases of a project, from site selection, acquisition, budgeting and financing to government and community relations, design and day to day operations.

Development Director, Struever Bros. Eccles & Rouse, 1992-1996, Baltimore, MD

Development of residential real estate including tax credit syndications and planned unit developments. Responsibilities included all phases of development from site selection through final settlement or lease up including acquisition, financial feasibility, market analysis, design, zoning, financing, sales & marketing, and construction.

Consultant, Real Estate Services Division, U.S.F.& G., 1992, Baltimore, MD

Provided leasing and asset management services for company owned and leased real estate throughout the United States. Renegotiated over 30 leases throughout the United States. Performed financial analysis of existing portfolio including 10 year revenue and operating projections; property valuations through income capitalization; and made recommendations on capital improvements and budgets for replacement reserves.
 
Deputy Director, Real Estate Department, MTA, 1983-1992, New York, NY

Directed 12 managers in the leasing, acquisition, development and management of the Metropolitan Transportation Authority's real estate portfolio. Duties included: redevelopment of surplus property; assembling sites for acquisition; marketing and leasing of MTA owned property; negotiating new office and warehouse leases; and renewal, management and monitoring of existing agreements. Projects included the redevelopment of 2 major midtown Manhattan sites, property acquisitions in connection with the Long Island Rail Road and Metro-North Commuter Railroad's $250 million electrification projects, and negotiation of a $70.4 million lease for the Battery Parking Garage.
 
Special Assistant, Office of Development, N.Y.C. Dept. of Housing Preservation & Development, 1982-1983, New York, NY

Designed and marketed Request for Proposals (RFP's) involving the sale, leasing and development of real estate owned by the City of New York. Analyzed the feasibility of proposals and managed the RFP selection process. Projects included $100 million mixed-use development of Manhattan Urban Renewal site, major rehabilitation of historic residential property, and small scattered mixed-use rehabilitation projects.
